Yes, but people always deserve a chance to be forgiven. This saying just goes to show, if you don't want to be seen as a cheater forever, don't start being a cheater at first.

Not necessary. Find out the reason for the behaviour that time. Then you can stamp as cheater.

Only if the person is allowed to be in the situation where they did so in the first place, OR, they never felt the pain of what they did WRONG in the first place.

People do NOT change unless they NEED to, and that means taking 100% responsibility for the problem that got them to that place to begin with. Humans far too often find blaming someone or some thing for their indiscretions much easier to do than changing themselves.

Depending on the person, that saying is only right for some.

Some people make bad decisions and are truly sorry while others seem to have no conscience and keep repeating the wrong.
It is true for some, but not all.

Yep! I've seen it to many times. There are very few Women Or Men that can stop once they make the habit of doing it.
I'm sorry but it is a hard habit to break. I'm not saying it's not possible but usually not probable

Nope
Time changes everything, and ppl are no exception.
With time ppl learn from their mistakes and get on da right track, its takes longer for some then others, but they surely do.

Also they might not agree with u dat they were doing da wrong thing, but deep in their heart they certainly know dat.
