Possibilities:
1) You haven't eaten anything in the last few hours. The chemical reactions in digestion help us stay warm.
2) There is very low humidity. In winter the air outside is colder so typically has much lower humidity than summer because the air can hold less moisture. On top of this heat in your house dries the air even further. (This is why static shock happens more in the winter than summer.)
3) You are abnormally underweight. Body fat acts as a natural insulator.
4) You're sitting in a draft.
5) You're sitting barefoot and have your feet on a bare floor (no rug or carpet). Tile and wood floors will always feel colder. Your extremities feel cold faster and in fact your brain will do what it can to protect your internal organs. Putting on a pair of socks or slippers might help phenomenally.
6) You're sitting in the nude. Putting on clothes will help (especially if you leave your blinds open and don't look like Heidi Klum).
7) If none of the above apply you may have a medical condition. With fever you actually feel "chills" often.

Are you a chick? by the looks of you're picture you must be a chick and chicks are cold by nature. I should know because I married a chick and she has always been cold natured. Especially on Friday nights.
