Probably because the desktop drives are faster.
A typical recent DVD drive for a desktop computer will read a DVD at 16X and a CD at 40X or higher while laptop drives tend to read at DVDs at 8X and CDs at 24X.
Laptop drives have to be designed to use less power and produce less heat so they don't spin the disk as fast as a consequence. In typical usage patterns the lower speed doesn't actually matter all that much (but if you're copying a bunch of files from a DVD or CD to your hard disk then you will notice the speed drop).
Also note that since modern drives are pretty much all Constant Angular Velocity (i.e. they spin the disc at a constant rpm) the data transfer rate will be faster towards the outside of the disc (which happens to be the last place that gets filled, go figure) and the figure that is quoted for the drive speed happens to be this maximum data transfer rate.

All depends on the specs of the laptop VS desktop
A NEW laptop can do this quicker than an old desktop . . .

the speed of reading a DVD/CD totally depends on ur cd/dvd drive and not laptop or desktop.
It may also depend on the operating system but certainly not on the type of machine.
