Marksmen rarely operate individually. Snipers are often deployed for specific objectives in teams consisting of snipers and observers. The marksman, however, operates as a regular member within a unit where his skills are called upon whenever the need for accurate shooting arises in the normal course of operations.

I am not totally sure but I believe a marksman is someone who can shoot very well and is a term used for sporting events, whereas a sniper is someone specifically trained to shoot for the military for the purposes of killing people, or other high valued targets.
Something like that anyway.

A sniper's job is to hide and wait for a victim to kill. A marksman is someone who can shoot with great accuracy mainly at a target and not another human.
