You can chose the 1900 century when the late King Fahd Ibn Saud was ruling the kingdom of Saudi Arabia. He was well known for his foresightedness and spent a huge amount of money on the development of both the Harams. He envisaged the never ending influx of pilgrims in to Saudi Arabia and so, took the Kingdom in a development spree till his last breath. Notably, he built around 50,000 Kms. of good roads in the kingdom.
