WHAT is a "sense of time"? I can wake up in the morning without an alarm clock. My cats know when it is dinner time and THEY tell ME. Is this what you mean?
I don't know you would develop that except perhaps by looking at a clock so often that certain things in the timeline of your life begin to sink into the sub-consciousness that would alert you to "time."

i think one develops a sense of time when routine is established..imaging psyching yourself up for the next day's job. Waking up at a certain time every single day would definitely help develop one's sense of time..
If sense of timeliness is what you need, discipline is the key.

With a watch, clock or other such time keeping device.
You know when its night time because the sun goes down!! You know its a new day when the sun comes up... simple really!
