Because the Ron Paul campaign isn't making them. Ron Paul's supporters are making them in their garages and putting them up without any direction or financing from the campaign. Every time you see one of those, it was made by some guy in the neighborhood who believes in Ron Paul enough to take the time and effort to make signs and put them up. And the bumper stickers are on old beat cars because many of Ron Paul's supporters believe in staying out of debt (much like Ron Paul believes the government ought to be doing), so they don't have new cars with new car loans. Since the Ron Paul campaign doesn't get the media exposure that many other candidates do, people have taken it upon themselves to get the word out. And since you've obviously noticed, it must be working.
