I'm surprised that they didn't have the Million Dollar Man "buy" the title from somebody.
It would have been interesting to see how people reacted to a champion selling his title.
After all, everybody has a price for the Million Dollar Man.

RVD did win the title before getting busted for pot and suspended for a month. Kind of a tough question. It seems that cruiserweights are all that are coming to my mind. Well Tazz was a great wrestler who never won it in WWE (though he did in the original ECW). Did Ricky Steamboat ever hold the World Title? Wish I had a list of wrestlers in front of me, would make it much easier.

Rude won the WCW International Title (Big Gold Belt) on 9/19/93. Also, on 3/24/94. Lost it to Sting a few weeks later when he quit WCW. So, Rude was 2X World Champion.

I'm surprised Lex Luger never won the title as hard as he was being pushed although I was never a huge fan. Rob Van Dam should've definitely been WWE Champion as well.

i would probably pick jake the snake...there is a ton of great wrestlers who didnt get the title they deserved....but i guess the story writers at the time didnt feel like they would be a huge draw.....
