It says it's good for tanks up to 10 gals, but can I use it for my 3 gal tank

i don`t see why not. it is better to over filter a tank than underfilter. if the filter outlet is directional but not adjustable point it at the tank glass so the flow `bounces` off the glass & into the tank. or restrict the flow manually so as to decrease the effect on your tank inhabbitants.

Depends on the filter. The ones that depend on air pumps - you can get a gang valve and reduce the air flow - because other wise you might end up with water everywhere. I found that one out earlier this week, ha ha. I'm just learning this as well. Tetra makes an in-tank filter for a 3 gallon - the reviews on it are mixed.

Right now I'm using an elite goldfish bowl filtration kit which seems to be doing fine for the time being. I'm waiting for another one to come in mail. Its kind of loud (the bubbling noise). If it's any better I'll let you know. I also have a penn plax small world filter (I haven't used it yet, someone gave it to me) and it says that it should be good on tanks up to five gallons.

Drsfosterandsmith.com seems to have a number of filter for small tanks.

You could, but you are gonna have one heck of a time keeping the flow at a "safe" strength... You will see fish, plants, and other decor flying around, and you aren't gonna be to happy... It would be better to get a 5 gallon filter (unless the filter says 5-10 gallons)... Check out the strength of the flow, and that will let you know if it's okay or not.

EDIT: And it's worse to be blowing fish into the tank walls and over filter, causing injury, than an adequately filtered, yet still healthily stable tank.

If it says UP TO 10gal., That would mean it's good for anything 10gal. and UNDER.
Most "Good" filters have a flow adjustment on them so you can turn it down IF needed.
It's better to OVER filter a tank than to UNDER filter it.
