You are probably thinking of a blind cave tetra. They are native to Mexico and Central America, I believe.

I call it a premature fish. It is the kind of fish that has premature growth and has no developed parts. Some fishes have this as nature, such as the Blind Cave Fish. It only uses its feelings.
