At first it seems that we, the women are more mature; it takes the men a bit of time to catch up; after a while they do and pretty much on the whole it evens it self out.

Yeah, girls mature faster than boys. Boys catch up around 16 for the most part and continue to mature for a long time. Girls usually hit puberty and start experiencing the mental and physical changes sooner. Boys obviously hit this stage a few years later on average. The cracking voice makes me laugh, so glad we don't have to worry about that. But yes, it's true that girls tend to mature faster.

women mature fast physically early on. Boy's take longer but it does appear to even out by 18.
Now...since men and women have different motivational factors that in my opinion are partially set by our society...but also physiological, we react to situations in a different manner. Some women may think that men never grow up...and some men may feel that women act like little girls. Its not always maturity, but a different mindset. as the book says...Men are from Mars and Women Venus.....

In most cases, yes. Women definitely develop faster then men. Take for instance, penmanship. By the time we are taught it in school, guys haven't developed the necessary functions to comprehend fully, thus the poor hand writing. Women on the other hand have. Explaining their "easy-on-the-eyes" handwriting.

Yes. They develop at an earlier age (10-13) whereas guys hit puberty around 12-15.

Not sure what you are asking but if you're asking if girls mature earlier than boys - yes.
If you're asking if girls are more mature than boys - that depends on the person. (I would say yes, but I might be biased...)
