It actually works in Bush's favor if you think about it strategically. All options are on the table, correct? Well if future plans to punish Iran are vetoed, then the option on the table for war will pop up faster in the deck of cards. It is highly unlikely we will attack Iran directly. Instead, Israel probably will, which we will support and help our ally Israel.
How exactly did this hurt Bush's goal? More people or nations disliking him? That doesn't hurt Bush's goal. Last I remember, we went into Iraq without anyone except maybe one or two other countries, which those one or two other countries hardly sent any support.
I think it helped Bush or whoever is calling the shots.

What past vetoes ??
Both Russia and China have voted for the last two rounds of sanctions against Iran.
Both Russia and China have publicly stated that Iran must stop enriching uranium.
Seems to me, they are doing everything Bush has asked them do do.
But go ahead, try to make a success, turn into a failure, by your purely partisan political rethoric.

The question is, will Bush be satisfied with diplomacy. He seems to want to punish other country's even if they are talking. The wild card is Putin. He just got practically dictatorial power in the recent elections, and seems ready to be combative of any action we take against the Iranians. And He can control Europe with the threat of stopping natural gas from going to western Europe with winter here. It looks like we would have to take action by ourselves And I don't think we can.

Obviously you dont see a smokescreen when its right in front of you.Many Government officials,Democrat and Republican dont think the NIE report had very much credibility.They even go as far to not only report intelligence,but dictate an opinion.In Intelligence reporting,thats all you do,is report it without a comment or opinion.
Second,Iran is still working on heavy water,plutonium centrifuges...why if you gave up your program?
Even France says they dont believe it.

my understanding is that there are folks over in the intelligence community who stated that they would make the NIE public if bush didn't, even if it was against his will - even if it meant going to jail.
these guys are the real heroes in this scenario...
