since i'm a stateside fan of english & uefa football, i was wondering if players in the top flights are able to bid out their services independently of the transfer windows?

Under FIFA rules, you are able to move from a league in one "country" to league in another "country" only during transfer windows. Each country which belongs to FIFA has two annual transfer windows during which a player not currently playing in that country can be signed by a team in that country. While many countries, especially in Europe, have the same transfer periods, other countries may have a different window. Transfer windows apply to the country signing the player, not the country losing the players. In other words, if the transfer window is open in the country where you are currently playing but not in the country where you are trying to get signed, you can't transfer. On the other hand, if the transfer window is closed in the country where you are currently playing but open in the country where you are trying to get signed, you can transfer.

There are two types of transfers. One is the purchase of a player under contract (roughly like a trade except that normally there is no exchange of players, only an exchange of cash for a player). The other is the signing of a player not under contract (roughly like free agency). For the most part, contracts expire only during the transfer windows any how.

The rules governing transfer only deal with moving from a league in one country to a league in another country. They do not apply to movement with leagues or from one league in a country to a different league in the same country. For example, it is not unusual for a team in the Premier League (the top league) to loan one of their younger players to a team in the Championship (the next league down). Loans are roughly similar to the practice in baseball of sending young players to the minors to get some experience, but, unlike in American baseball, the teams in the lower divisions are not "farm" teams of particular teams in the top divisions.

If a player were let go in the middle of the season, he would be able to sign with another team in that country immediately. He would not be able to sign with a team in a different country unless the transfer window was open in that other country.

Yes, the transfer windows only apply to players who are contracted to a club.

Free agents are free to negotiate with whoever they want to.

At least that's what i think you are asking, your question is poorly worded.

You might be asking 'can players buy out their contracts to become free agents?' and the answer to that is yes once they have reached the age of 25.

Loans to 'Football League' teams (teams lower than the English Premier League) are permited at any time and are not governed by the transfer window, however loans between Premiership teams are only permitted during transfer windows.

Teams within the same league and country ARE governed by transfer windows, Chelsea would not be allowed to sign a player from Manchester United outside of the window.

no its illegal to do that in english soccer all european leagues for that matter, well maybe only the big leagues.
