Well,, you can simply setup an AD-HOC network on the ITouch and the Laptop. Then setup ICS (internet connection sharing) on your laptop and connect to your LAN using the ethernet port on the laptop. Microsoft has a full article on how to setup the "HOST" part of this for your laptop. There will be a performance hit on the laptop as ICS does take some resources. Here is MS article

Best bet would be to just get a Wireless router and let it handle the LAN and INTERNET setup period. You Itouch and your laptop can then both be wirelessly connected!

Your iPod touch connects to your laptop when docked via iTunes and your laptop connects to your LAN either via Wireless or ethernet.

The iPod touch is not designed to connect wirelessly to a laptop at this stage as far as I know as it comes with Wifi rather than Bluetooth.
