You first need to clean out temporary and other useless files, check for ad and spyware, clean up the registry, and finally defragment your hard drive. I regularly use, and would suggest the following freeware programs (all downloads, so Google them to get the websites):

1. Clean up useless files: CleanUp!, EasyCleaner, and Wise Disk Cleaner.
2. Spyware check: SpyBot Search & Destroy, Ad-Aware SE, and XoftSpy SE.
3. Registry cleaners: RegScrub XP, EasyCleaner, and Wise Registry Cleaner.
4. Defragmenter: The one in Windows Accessories is OK, but you could also try DiskMagik for 15 days, and buy it if you like it better.

Your whole computer, or just web sites you are hitting?

If everything you are doing on your computer is slow, the problem is not your DSL, it's your computer itself.

If just web sites you are hitting are loading really slow, then it is most likely your DSL connection. If so, have you tried resetting your modem and router?

It will be hard to help until we at least know what is slow. Can you edit and tell?

Do this...goto Start > Run
type in "cmd" and hit OK.

Type
ping www.google.com -t

Let it fill up with a page full of ping replies, then post it back here. (hit Ctrl+c to stop the pings)

Then do the same with command
tracert www.google.com

paste output of that here too.

If your computer itself is not slow, then all the registry / defrag stuff is NOT going to help your internet connection :)

you should try erasing all your cookies (tools-options-privacy)because some tracking cookies will slow do your computer next get ad-aware and run that to clean up some adware and use a spyware remover such as spyeraser from uniblue
