With a black dress you could do almost any look you want!!!
I like the smokey eyes too & I also have hazel eyes... My suggestions is to do the smokey look using colours like greys, charcols, khakis, plums, violets, dark sapphire blues. Have fun with your look - smokey eyes doesn't always mean you have to use black.

For hazel eyes you can try baby pink shadow with very fine sparkle on your lid. Then in the crease use a medium warm brown. at the very edge of your eye (again in the crease) blend a smokey gray that has brownish undertone. Then apply a deep purplish brown eyeliner and smudge a combo of the brown and smokey shadow on over it. Right under the eyebrow, mix the baby pink shadow with a very light irridescent shimmer powder to highlight.
Apply dark brown mascara on the lashes closest to your nose on top lashes and bottom to the center of the eye. Then apply black mascara on the lashes from the middle of your eye to the outer side (top and bottom.) Be careful to overdo the mascara especially on the bottom. Doing both brown and black adds dimension to your eye. Blend the 2 colors in the center if needed.
Then apply a pink or pinkish coral blush. Hardly use any right on the areas where the sun usually reddens your face. Don't over do it. Only enough to add a smidge of color to your face.
For lips use a lip liner when wearing black. Apply a light berry lipstick...however one that is young and fresh. Not dark and goth. Then apply only a little gloss. A little gloss goes a long way.
Also, you may want to use a tawny eyebrow pencil and then feather in some of the warm brown shadow...very little. This will frame your eyes. If you have unruly eyebrows be sure to either pluck and shape strays or go to the salon a few days ahead of time and have them waxed. Never go the same day as your event because sometimes redness will linger for 24 hours following the waxing.

NO WAY! Don't ever match you're eye shadow with your dress. thatat just looks like hoochy. I mean if you're wearing that bold *** color on a dress that's all fine and dandy. I mean show off the color of the dress. You're make up needs to be lighter. Maybe a really light pink or white with the hell of a lot of eye liner and mascara. Although those false lashes would look great. Also just put a neutral colour on your lips. Don't over do the face, it's just not necessary!

I think with a black dress, you should wear some dramatic eyeshadow like green, or maybe lavender, some dark lengthening mascara, and nude lips, smokey eyes would be cute with a brighter dress, but to contrast you need to go brighter with a dark dress, no blush, and perfect your skin with only concealer when needed. :) :) :)

Wear eyeliner and a little bit of mascara. For your eyes, try a dark navy or blue or gray mixed in with white so it wouldnt look too dark. Use a light pink as lip gloss

#1 your make-up does not have to match your outfit, you want it to work with your eyes and undertones in your skin!
Black Dress, easy , you can go simple with soft shimmery eyes and bold eye lashes or Smoky eyes and a clear shimmery lip gloss , don't play up both, pick either eyes or lips, only hookers do both !

I concur in part with Bella Boo (who has Sources for her recommendations), in part with Sugar--both ladies' recommendations should work nicely with medium skintones and most natural hair colors likely to be encountered with hazel eyes. Additionally, for your nails, any metallic gray should work nicely--I read some recent articles indicating that metallics are the latest trend.

Sure, you could wear smoky eyes - but you definitely need a blush and lip color in a bright shade [ no deeps or pastels ].
Try a glossy red, coral or rose, depending on coloring.
Diamond earrings, maybe?

the smokey eyes will look okay. but silver eyeshadow will look absolutely STUNNING. you will look like a princess. Don't go to heavy on the black eyeliner though.
