A bus driver approaches a railroad crossing, hears a train whistle, and then hears the train whistle’s pitch become lower. Should she be concerned about stopping for the train?

No, when the pitch lowers the train is moving away.

Then again in most states the bus driver has to stop at ALL railroad crossings anyway.

In the US a bus must stop for ALL rail crossings. No right turn on red, either! :-)

yes because the train is bigger than a bus
