I would greatly know what the wider world seriously thinks the most stupid country on the planet is, though I think it's the sort of question that is a foregone conclusion.

Literacy rates are the ability to read and write.
The following table lists the 42 countries with the lowest literacy rates, and for each country gives figures for per capita Gross National Product (GNP) in US dollars
educational spending per child in US dollars, and
literacy rates as a percentage of the population.

The literacy-rate data was taken primarily from the 1993 World Education Report put out by UNESCO. Most experienced observers believe the literacy rates published by UNESCO are high since they are self-reported. Some could be off by as much as 50 percent.

The table includes information on GNP and educational spending so that you can see some of the correlation between literacy and poverty.

The countries are listed by literacy rates in ascending order. You can compare the literacy rate of the U.S. at 99% literate.

The study to determine the country with the worst index of stupidity is one study that no government would fund... so if you found that a government HAD funded such a thing, you have found the bottom of the barrel.

The country you are from!!!!!
Any one thinking that another is stupid is not the wisest person.

You cannot classify a country stupid on its education level - Uneducated persons capable of speaking 9 languages cannot be stupid.

The only scientific way to approach this question is to first invent the stupido-meter? Are you thinking to do that? While you're at it, invent also the instruments to measure intelligence, social relationship, happiness ... the list is long.
