Unfortunately there isnt much that they can do about this. Internet access has not been deamed as any kind of international violation or human rights issue as of yet. You need to check with your governments laws and see if you can get anything accomplished through the national courts. If not, there isnt much any other international organization is going to be able to help you with.

File an action against your country in the United Nations Commission for Human Rights.

The local courts will have needs for internet services. Get chumm with a goverment employee and ask a few question on how they do it!! Best of Luck

Change the ISP, or surf via Proxy server

Google for "Anonymous proxy list" or something like that

You just need to get out of that country if you want to have unlimited internet access.

if your government is doing it, I think you may be out of luck...you could move, but as far as internet access, you might be stuck. I don't think there is a UN of internet access.
