Depending on what you consider "cheap" & who is "everyone" on your list......
I can usually find something for everyone at a major liquor store...
One year I found some very good bottles of wine, with some downright FUNNY names....(that I probably can't even say on Y!A)... I gave them with wine accessories.

OMG.. I totally forgot to mention my favorite Christmas Gift...
Vanilla Bean Noel body lotion from Bath & Bodyworks.
The scent is ONLY available at Christmas time & they run out of it quickly so hurry to get some for all the "girly-girls" on your list!
Really ! It smells delicioous! It's only $10.50 a bottle.
Oh & one more item:
Last year I hunted for a nice mouse-pad for my sister who collects butterflies........
I couldn't find one ....neither could her b/f ...nor her son.
BUT I came across a nice mouse-pad/photo-frame at Office Depot....
I printed some beautiful butterfly photos from "flicker" & slipped them into the mouse-pad sleeve.
It turned out beautiful & she LOVES it & uses it every day.
I think it was about $8...
