After three weeks, my finger is still bruised and too painful to bend. Is it possible that it is broken bad enough to require surgery or can they even correct it now that I waited so long? It is sort of deformed and it is swollen, but I have had it buddy taped for the whole three weeks.

You need to see a doctor and get a proper x-ray to determine if you have a dislocation or a spiral fracture which would call for a surgical reduction with pin placement. You need the use of your hands and fingers your whole life so don't let this go anylonger. You are setting yourself up for arthritis and permanant deformity.
