be left open or closed when the unit is permanently hooked up to the septic tank? Also, should chemicals be added while it's always parked.

Beth gave a good answer but I would go even further and recommend leaving the gray water tank closed until it is also ready for dumping. There will inevitably be bits of food and other matter contained in the sink and shower drainwater. If you leave the valve open all the time these bits of 'gunk' will collect on the floor of the tank if there isn't enough of a flow of water to flush them out. So-o-o . . . I'd suggest leaving them both closed so that when they are dumped there is a sufficient flow of water out of the waste pipe to carry ALL the bits of gunk/fat/soap scum/whatever.

The black tank should be closed and dumped whenever it is full. That is the only way it will drain properly. If the valve is left open everything will clog in a couple of weeks. The grey tank can be left open except to drain the black tank and in freezing weather.

Yes you need to add chemicals everytime you drain it or it will start to smell.
