hey. k so i have wanted to be an actress since forever. im 14 years old and i really want to be casted on a family channel show such as wizards of waverly place, hannah montana, zoey 101 and such. like honestly, i reeeallyy want to. i know that i am capable of it too. please tell me how i can do this and how i can possibly achieve my dream.

You do not need to buy a SAG card to be in a professional film or tv series. To be a teen actor you need your parents to work hard to find you experience, training and an agent, for you are too young to sign a contract and labor laws say your parents must approve of everything you do professionally.
It doesn't matter how bad you want it, it only matters if you are an experienced professional that the casting directors will want to use. And it matters that you live in the city where the auditions and filming will be.

well you generally need to relocated to LA, have a parent avaiable 24/7/365, get a headshot and put together a resume, have $2,500 ready to buy your SAG union card, try and find an agent, register with central casting and do extra work, find casting calls, send head shots to casting directors and see if you get any nibbles.
