Obviously you have not learned what you were expected to learn. Tests of learning can take many forms, from the simple "true/false" test which is basic regurgitation of facts to an essay test that requires you to apply, synthesize, compare/contrast or analyze.

Tests are not a "one size fits all". It depends upon the material that is expected to be learned.

You can have them apply what they have learned in examples or in actual demonstration too.
