In a nut shell... During Clinton's regime, budget cuts were implemented, not limited to all national security agencies. Reliable Intel of foreign or domestic threats became all but extinct. Clinton, distracted to say the least, ignored or maybe to be fair, just didn't believe ( or want to believe ) the severity of the threat. Al Qued'a slowly growing in the shadows, gives America their business card via the first WTC bombing. Billy boy did nothing, had UBL in our cross hair, yet couldn't find the courage to make the hard decisions. End of year 8, Clinton out Bush in, Why Bush didn't mobilize sooner is a bit of a open question. Early morning 09/11/2001, they came calling again. Bush was only available to the Intel they had and it was very little on the specifics. So this, the lasting effect of being ineffective.
Dems, why do you insist on saying it was a sex scandal, the issue is when he looked into that camera and straight out lied to America.

Sex scandals don't neccessarily kill your political career anymore. Despite the fact that Americans were dissipointed with Clinton's behavior, they did not support the impeachment in general, and he left office with a high approval ratings.
Although, I think that trend really started in 1988, with Gary Hart. When Gary Hart, then the Democratic frontrunner, was revealed to be having an affair, he dropped out of the race relatively quickly. However, polls later showed that most people thought the press treated Hart unfairly and that sexual infidelity was irrelevant as to how good of a President he would be.
Clinton survived many sex scandal allegations throughout his 1992 and 1996 campaigns, and survived the impeachment.
But look even today, at Senator David Vitter, who was revealed to have been a client of the DC Madam. His approval ratings are still in the 60s, and by the time his re-election rolls around in 2010, the news cycle is so fast these days, he can still run for re-election and be competitve, the issue will have dissipated by then.
And look at Rudy Giulaini, he has plenty of baggage, yet he is still a strong contender for President.
So I think Clinton surviving the impeachment and remaining popular, showed a trend that people view sex scandals as less relevant and aren't neccessarily going to kick someone out because of it.

IMO, the lasting effect is that millions of American schoolchildren were introduced to the topic of oral sex, before many of them knew about vaginal sex. Here was a President claiming that oral sex wasn't REALLY sex because there was no penetration. So children got the idea that they could engage in oral sex and still technically be virgins. I don't know where you live, but in my area, there was small epidemic of STDs being passed along orally among, get this!, middle schoolers!

My then 4th grade nephew overheard his mom and I talking about the Pres. He came in and stated, "My teacher said he didn't do anything wrong, he just cheated on his wife".
Since then morality in schools, is down the toilet.
BTW...he grew up to be an awesome adult (studying law now). We had a little talk with him, and my cousin had a talk with the teacher.

What he did would be a faint memory if it wasn't for the republicans using his as a punching bag & conveniently dismissing the misgivings of their party members. They constantly condem him. On their side was Ted Haggert & Mark Foley. They never mention these two lovely people. They can't seem to get Bill Clinton out of their minds. Kind of like Hillary being mentioned more that any other republican candidate in their debates. "I am the one to beat Clinton"! how many times have you heard that? Funny thing, I never hear them brag on the accomplishments of the great "unite-er" in any of their debates.

What was immoral was the Repubics forcing Monica to give explicit detail of her sexual relationship with Bill. Even more immoral was their attempt to try to destroy Bill by reading every single detail into the public record in an attempt to sway the public against him. Ha ha, it didn't work. His ratings didn't go down and even went up. His sex life was none of the public's business. The lasting effects were so many of the Repubics having to resign in order to avoid being outed by Larry Flynt as the whore mongers they are.
