The color has changed a number of times and may be geographic location (i.e., what governing authority...city/county/state) requires.
The symbol is the universal symbol to indicate that this is reserved for the handicapped (doesn't necessarily mean that they need a wheelchair.
The colors change as well. In Florida, the color is usually white or blue. Handicap ramps have gone from no color to red to yellow to blue all in an attempt to get the persons attention to where the ramp is.
There have been attempts to change how the color is applied as well. Colored concrete, paint (though can be slippery), glass particles (like what you see as stripping when you drive down a road) and more.
This is an ongoing process to better identify the locations of reserved areas for the handicap as required by the ADA (Americans with Disabilities Act).

It very much depends upon the circumstances of your flat, the road, the provision you have for offroad parking (have you a hardstanding?) etc,etc. Each decision can only be made on an individual basis. I take it that it is the Housing Dept who have told you "no" (& they may have a perfectly valid reason for so doing). You could ask the Highways Dept to visit you & provide a quote for how much the work would cost (but bear in mind your need to have a hardstanding first). Also, if you feel that the "decision" of the Housing Dept is wrong you could contact your local Councillor to try & get his/her influence or support on your side. Social Services will also have a section dealing with issues for the Disabled - you could try them too.

It's a universal symbol for "disabled". Sort of like the deer crossing sign or the little stick figure in a skirt on the ladies room door.

to help the disabled person find it, and to let non disabled know it is for the use of a disabled person. The color could be any color, I have seen them white, red, blue and yellow

I've never seen it in yellow - usually it's blue. But it may be reflective paint.
