I haven't read any information about being able to steal trains in GTA 4. I do know that you can ride the train/subway, bus and taxis to get around the city.
Of course, you probably already know that there won't be airplanes that can be flown in the game, but helicopters will be avaliable.

There is no offical Grand Theft 4, Vice City is the next one after GTA3 and after that is GTA San Andreas. You can steal trains in San Andreas and drive them around the train tracks and there are some bonus missions if you grab a specific train as well. They are pretty hard to get though, you have to wait for one to stop at a station.
