Can Singapore enter World Cup 2010? Yes, it can and, in fact, along with over 200 other countries, it did. Singapore is currently scheduled to play in the third round of Asian Qualification in a group that includes Saudi Arabia, Uzbekistan, and Lebanon. Singapore is the bottom seed in this group and would have to finish in the top two in this round to stay alive. Even if it were miraculously able to finish ahead of Uzbekistan or Saudi Arabia, that would merely advance them to the fourth round where they would have to finish in the top two of a five country group to qualify. Given the current skill level of Singapore, it is unlikely that it will make it through this round, much less to South Africa.

For now, Singapore has more important questions than whether they can one day match the skills of Brazil (or Argentina, or France, or Italy). That question is can they match the skills of Australia, Japan, Korea, Saudi Arabia and Iran (the current top teams in Asia). Until they can match up with the best teams in Asia, Singapore will not get the chance to play in the World Cup against teams like Brazil. For now, the gap between Singapore and the top teams in Asia is rather large (Singapore began qualifying as the 29th seeded team in Asia).

While it is always possible that Singapore could improve to a level that would make them a contender to qualify for the World Cup, my best guess is that such improvement will not take place prior to the 2018 World Cup. As far as being able to play teams like Brazil on an even level, you are probably talking 2026 or later.

I would like to see a team from CONCACAF make it to the world cup. ONe of those islands that only have a population of about 10,000 or less. Also because that would show the big teams of the region, Mexico, USA, and Costa Rica to watch out and step it up.
