You're obviously very ignorant of hip hop music, because most rappers arent shouting music, maybe lil jon does, but if you listened to common or some of Wu-Tang's songs you would see that they actually have very nice flow.
Alot of people attack hip hop for its lack of complicated lyrics but I would argue, rapping involves more metaphors and subtle meetings than any Panic at the Disco crap pansy rock you would hear on the radio.
Rock bands can scream just as much as as rappers, though many rappers will shout to express anger or grab your attention.

Because Rap is like Poetry.
That's where it originated from.
so when you recite poetry, you speak it.
So when rappers perform their raps they shout it.
It dependz on what the message that the rapper is trying to get through.

I think it's part of the act. They're expressing their anger at the establishment. It seems highly ironic, because if it werent for that establishment, they wouldnt have the money to buy the bling they wear all over. A lot of those rappers are millionaires. What is it they're angry about?
