Make sure it doesn't fit into the catagory based on:
They say dumb things
They have made foolish mistakes
They did something you disagree with
I'm talking about stupid as in, incapable of being smart, not in a situation - but everyday and every second of that day. And not mentaly retarded/damaged people either.

Only in this section would a question of this nature be asked. Intelligence, as all human behavioral traits, is normally distributed.

It depends on how you think about it. Some people do dumb things on purpose and say things on purpose for stupid reasons, those people i think are dumb.

everyone has intelligence and others unfortunately have less intelligence. everyone is smart in his own way so dumb ppl doesn't exist.

Most people are probably biologically "capable" of being smart, if they applied themselves. Some people do not.
