A dictator usually arises when there is almost absolute democracy which means people rule. In addition to that, a dictator will most likely use spies and secret police in order to make sure his postion is secure.

as for Mussolini.. threaten to take parliment by force was a big no no..
He already had all the support he needed and obviously exercised it.. his problem was that the Italian army was not a very well trained army and had weak fire power.. when the allies arrived they basically laid down and quit..Mussolini had the authority to send forces to the fight..but did not have the populace support to achieve success..as a result.. they got their behinds kicked..
