Your furnace is your primary heat source and should be the most efficient you can afford. A fireplace is a decorative accent that has some heating ability. Seems silly to spend money on two heating sources, one inefficient furnace and an inefficient gas fireplace. A good furnace should keep your house toasty. Ours sure did even with the major boo-boos in vent placements.

Spend the money on improving the furnace and insulating your house, sealing windows and doors.

A gas furnace would cost you more, because there is a great deal involved with its installation and it is considerably more complex than a gas fireplace. Get several quotations before deciding.

A gas fireplace would cost more. It's designed for looks, not efficiency.
