There is no "START" button, but when I hover over the area where it is supposed to be, there is an hourglass. The computer does not respond to "Ctl, Alt, Dlt" either. How can I at least get to the system recovery? (F10 doesn't work)

OS seems to be messed up. If Win XP, try this auto self repair function of XP. You need the XP installation CD.

Turn off the power, then start up, pressing f8 key to enter safe mode. Once booted into safe mode, maybe you can find out what;s going on.

Use F8 at startup to get into Safe Mode. See if you can get in that way. I suggest you back it up and re-install windows.
