Like dissolves like. You must have failed chemistry.

It doesn't.
Properly cleaning a deep-fryer involves draining the oil, and getting out the loose particles (this is done by "rinsing" the fryer out with the oil that has been drained, as long as it's been filtered. Maybe that's what your friend was referring to). Then the fryer is filled with water and Boil-Out [a mildly caustic (base) cleaner, usually a powder or liquid containing Sodium Hydroxide). The fryer is then turned on, and the solution is allowed to boil (hence the name). When heated, the Boil-Out reacts with the grease and breaks it up. The solution is then allowed to cool (slightly), drained and the fryer is rinsed. Finally, the fryer is rinsed with a slight acidic solution (usually water with a cup or two of vinegar) to neutralize any remaining caustic solution.
Simply rinsing the fryer wiith filtered oil doesn't clean it-if it's not boiled out once in a while, the fryer extends its "recovery time"-the time it takes for the oil to get back to an optimum frying temperature. This makes the food absorb oil, which in turn makes the food greasy. Pretty gross.
Interesting note-the Boil-Out soluton will foam up quickly just after it reaches the boiling point. I found this out the hard way, after flooding a kitchen I worked in (I wasn't watching it closely). However, I found that the hot caustic soluton REALLY cleaned the greasy floor!!
