Ok! For you people who are saying "What the *beep* are you talking about!"
It has been a problem for a long time!
Muslims have laws, like not exposing too much of your body (like your Underwear). It goes for Men and Women.
Do you think that Muslims shouldn't have Change Clothes for P.E.?
Or anyone who's Religion Prohibits it actually!
I can am required to take P.E. for 2 out of the 3 years of Middle School.
I am required to Change my clothes, or I lose 3 points of of my average.
Every Term, we start off with 100 points towards our report card. Any offense, (like refusing to change our clothes or not changing our clothes), gets points taken off! So if I dont change out, I fail P.E

It's not a "law".
Laws are made by the government, not by a religion. There are many countries in the world where the law is based on the rules of the Muslim religion. If you want to be bound by those rules, your best choice is to go and live in one of those countries.
If, however, you choose to live in a civilized country instead, why should the kids in the seats either side of you have to sit and smell your BO after a PE class because you've sweated out into your regular clothes and not changed?

Some Muslims overcome this with bodysuits under their gym clothes, if you are a member of a very religious sect, the formfitting tightness of that wouldn't be allowed.
It is correct though that the modesty laws refer to male/female interaction. A group of women with no men about don't usually wear veils or coverings.
You could do a search for Muslim action wear, and see what you come up with.
You should change clothes for PE, you don't want to lose points or smell funny. If this is a very taboo deal in your sect, then ask your imam to go to school and speak to the Principal, that might get some understanding.
As to why we need to make allowances, that's because one day it might be you who need the allowance.

It is against their religious beliefs to wear clothing that reveals over a certain amount of skin. So even if they changed in the bathroom they would still have to wear more revealing clothing most likely. I personally believe that they do not need to change their clothes because it is a religious belief. It isn't like they are just to lazy to change. A solution for this could be for them to have their own teacher who could make the activities and exercises more friendly for the clothing they will have to be wearing.

If you are not comfortable abiding by the rules and regulations, then you have several choices! Choice one is to pay to go to a different school, that is more in line with your beliefs! Choice two is to fail the class!
Why should the world have to change for you? Why should you get special treatment! The rules are there for everyone. You have to decide if you want to fail or do what you need to do to pass!

The Sharia law refers to exposing certain amounts of your body to members of the opposite sex, to whom you are not married. Your question is erroneous, unless they integrated locker rooms since I graduated high school.

Why do we keep make concessions for the few. We going way out of our way for one or two people. We have bigger problems to solve. Lets have common sense. They should be treated no different than you or I.
