I know it LOOKS like it could be Dutch, but the evidence I find for it is English. The following links tell a bit about its distribution in England (centered in Oxfordshire), etc.

I can't substantiate this, but I'm wondering if it was perhaps a local variant of Howard/Hayward (a nice Anglo-Saxon/Germanic name)
