You can bet that if she ever did "waterboard" anyone the Bush administration would have exposed it. As far as papers getting wet on her desk she was a covert operations officer for over 20 yrs with the CIA NOT a secretary as the conservatives would like for people to believe. It has been proven the leak of her identity by the White House. Isn't it amazing that Bush stated if someone violated the Intelligence Identities Protection Act of 1982 they would be prosecuted. However, when pal Scooter Libby was sentenced Bush pardoned him. Amazing!
