They changed the penalty a few years ago. Used to get the ball on the 25. Now it's the 40.

This is actually a very silly question. Feagles from the Giants kicked SO well against Hester that they had some of the worst field position the Bears have had all year. That's what a punter does, he keeps the ball away from playmakers. So what you saying is, when an extraordinary talent like Hester comes along, we should make a rule that says he HAS to touch the ball on every kick, basically taking away everything from the punter? Is that really the right answer? Haha, I can only hope youre joking with this question. Thats like saying years ago when Shaq was so fierce, and the "hack a shaq" came about, that it shouldnt be allowned. Teams HAVE to figure out a way to stop these explosive guys, its not up to the league to say anything, thats WHAT PUNTERS ARE PAID FOR! By the way Dr. J, the skins did not keep it away from him every kick.

I think a no punting out of bounds would be a good rule - it's already illegal to kickoff out of bounds. The way the rules are currently written, there is absolutely no reason to punt in bounds. Sure, you lose a few yards of distance, but you guarantee there won't be a big return. I think a 2 point penalty and the ball at the -35 is a terrible idea though. That would be by far the biggest penalty in the rule book. That's way to much for a special teams play, especially given it might just be a shank and not something intentional.

I don't agree with the points thing, that is still something a team should "earn". But creating a stiff yardage penalty would be better than ball on the 40. maybe make them re-kick loosing 15 yards each time.

sounds good to me...for instance they kick the ball off at the 35 yd line and it goes out of bounds it a 15 yd penalty from the kick of spot which would put the ball at the 20 yd line that means the recieving team would have great field position being only 20 yds to score

I'm in favor of the rule. At least the Bears will score 2 points each offensive possession.

Sure! Why not! Why even have a kick returner if he can't even get a chance to return the football? At least the penalty should be more severe than just getting the ball at the 40.
