Yes, because the prosthesis is not a cure.
It is an accommodation that allows you to walk evenly gaited. There are still medical issues one experiences. There can still be phantam pain, stump pain, infection at the sight of amputation, pressure sores, skin break-down, poorly fitting prosthesis as the body changes thru life, and more.
A person with a new or very old prosthesis is more likely to have an ill-fitting pain causing prosthesis which may cause considerable pain when walking.

Even with a prosthesis you can have a great deal of pain and/or lots of time when you can't wear it for one reason or another. It is in no way the same as having your own natural limb and clearly a reason to be considered disabled in the eyes of the law and most moral people.

Yes any impairment to the body, which includes losing a limb makes you disabled. Disability also includes loss of intellectual ability, whether developmental delay , brain injury or something else like stroke.
Psychological deficits are also considered disabilities, ie mental health issues, and in some catagoreys morbid obesity, alcholism and chemical dependencies.
