I put my eyeliner on in the mornings and it doesn't run but by the time the afternoon comes, i almost look like a racoon!

Instead of getting an eye-liner that doesn't run, (in my experience, I haven't seen any eye-liner that doesnt run), you should try She-Laq from Benefit.

Have you tried any cream eyeliners? They go on smooth and give you enough time to correct any mistakes before they dry.They are long lasting and come in a variety of colors. My favorite is made by Merle Norman.
If you buy one make sure to close the container tightly as it will dry out quickly.

Revlon makes smudge proof eyeliners. The liquid ones are really good so are the pencils.

MAC Fluidlines. You'll need a jackhammer to get it off (although Estee Lauder's eye makeup remover melts it away nicely).

i am absolutely in love with bobbi brown's long wear gel eyeliner. tons of cool colors from neutrals to blue, green purple. you apply it with a very fine tip brush. and is both long wearing and water resistant. i have a bad habit of rubbing my eyes, and it never seems to smudge munch.

check out the bare minerals liner shadows at ulta, sephora, macy's, or nordstrom. they can be used wet or dry, they stay on well, and the colors are amazing. the are 12.00 each, but they last several years.

you want liquid eyeliner?? if so then use ALMAY it doesn't run and comes off easy with water.
for pencil i would say use kohl's eyeliner that one is really good

almay is great and cheap you can buy it in cvs for like 5 dollars. it never runs on me !
