I haven't watched the show since I was about 10, but assuming that Pokemon act like normal creatures in nature they "bark". They communicate to other creatures in the pack by tone of voice, and body language. As they were discovered they were probably named after the sound of their bark, or their name. Or it could just be how the writer wanted it.

IF u have watched the series from the beginning, (not dissing you if you have not) you realize that before meowth became team rockets mascot. He tried to impress a lady meowth but could not. one day he decided to learn how to speak in an effort to impress her, so he practiced extremely hard at it until he could talk. But the lady meowth simply rejected him. (poor meowth) :( Another reason is that while pikachu is strong he is not super intelligent like rare type Pokemon which can speak because they are ancient and very smart or something like that.

Pokemon was aimed mainly for kids and perhaps the creators thought that it would be cute and appealing to children.Anyway, I dun think it would be as interesting if the Pokemon could all speak human language.

Same reason why Vulcans don't display emotion, and why Batman doesn't kill anyone. That's how the writers wanted it.
