The public areas are the parts which have been zoned for development and improvement. Consult your local planning office.
Its in the best interests of the state that the public areas of all bodies are brought up to standard with the regulations set down in the Public Appearance Legislation the idea being that we can get everyone to look (and eventually sound when the Phonetics Bill passes) the same
Then no-one can complain and we will all be deliriously happy

public areas are anything not considered a private area...you do know what your private areas are right? Your parents had that talk with you I hope.
and in my book it's perfectly acceptable to scratch both in public...if you've got an itch then you've got an itch...scratch it.

Your "public areas" are those which can be seen by anyone when you're released and out and about amongst normal people with average vision.
