I could tell most of the times from the expressions on their faces, or in their eyes, even their body language or the tune of their voice.
Yes, some people while lying look directly in the eye on purpose as if they are telling you i don't fear your test. Others act in an aggressive way if you show distrust or doubt. You can tell from their expressions in general, and from the eyes in particular, that they are hiding something.
However, it remains a feeling that you can not trust 100%.
Add: as to the directions of looking, i agree with barbara a.. i heard of that before, and it looks logical somehow

What I've learned is that right handed people's eyes look to the left when thinking and left handed to the right. If a person is unable to look me in the eyes when talking or answering a question, I get the red flag. Of course, I dont automatically assume they are lying. As someone else mentioned, direct eye contact in some cultures is considered aggressive behavior (ie: Asian)

You can believe all you want when it comes to old wives tales.
The only thing you can probably guess, and I am saying "guess" is if you ask a question that requires searching a person's memory . If they are really thinking back, you can see their eyes either go up or unfocus while in the process of recall. Or they will stare at you in the eye, not even attempt to recall and just answer you while staring at you all the time. All memory questions will be answered withe the same stare, just like a poker player.
Is he or she lying?
So, my answer is no. You cannot always tell by the eyes.

I think that the idea of telling if someone is lying merely by if they look to the right or the left is a bit ridiculous. However, there is a certain amount of "intuition" you can develop. I can almost always tell if someone is BS-ing me (face to face).
There is something so simple that people rarely do it, called _observing_the_obvious_. Try it; just look directly at a person while they are talking to you. You may see a person will grin slightly, or they blink a lot, or they can't look at you--none of which necessarily mean anything except that the person has a low ability to simply look (confront).
But if you just look at the person in front of you, not at your own thoughts or preconceptions about that person, you will be able to tell a lot more about the person.
Obvious. So obvious people look for something more complicated.

No - people who lie all the time will look a person straight in the eyes while lying. However, it all comes out in the wash anyways because dishonesty backfires immediately or catches up with the person sooner or later.

I think it depends on the person.
a lot of people misinterpret things.
if you feel like someone doesn't like you, it's been proven through psychology you'll find some kind of reason that looks like they don't like you. the eyes are one when really that person could just be having a bad day.
some people are intuitive and good at reading other's emotions which helps them see acuratley into another's eyes.
then other's build barriers.
strong self defenses that cannot be torn down with a simple look.
they are good actors.
it's easy for them to hide what's in their eyes and what's in their hearts.

No I don't think you can tell through some ones eyes, because when someones lying straight to your face you can usually tell w/o the eyes.
