It's not a number, but a level of maturity required. If BOTH YOU AND YOUR POTENTIAL PARTNER feel 100% comfortable doing all of the following, then it's probably safe to assume you are ready:
1) Talk with your partner about it
2) Visit a physician or clinic to obtain STD tests
3) Talk about, decide on, and obtain appropriate birth control
4) Discuss what you would do if you had an accidental pregnancy
5) Know your personal reasons for having sex...what it would mean for you emotionally, what you would expect of yourself and your partner once you took that step, and to be emotionally prepared to deal with the consequences if things don't work out. And to make sure your partner knows what you want similarly, as well as what they want.
If you can do all that without doubt, then you can do it. If you're squeamish or have doubts about any one or more of the above, you're not ready at all.

when you think are you ready... then wait another 2-3 years! :-)
Really, after raising three children, and being the "mom" of many of their friends, I think the best age is AFTER a person has had the chance to be out on their own and date a few different people so they know what they really want in a relationship and its a more "mature" relationship and not just a "lets go ahead and get this over with" in the backseat of someone's car.
The first time, for girls especially, should be more relaxed and somewhere that you can actually stand up in.

It's really a wise thing to wait until you are married, but if you want an age, I would say wait until you are about 20, because if you think you should do it before then chances are you will regret it down the road, also sex is really for only one purpose, reproduction, so I dont think you should start having sex until you are stable enough to take care of a child, and your in a very stable loving realtionship

When you can afford the possible consequences and responsibilities that having sex can bring, pregnancy, emotions, Std's etc.
Personally I was 19 and it was on my wedding night. My husband was 21 and it was on our wedding night. That's the best way to go, it was amazing and we had nothing hanging over our shoulders to compare eachother to, and no regrets of past relationships etc.
It was great. So I would say when you get married.

Same sex? Most any time. Opposite sex? Not until you both have graduated from high school and one of you has a full-time job with health benefits and can support a baby.

You should only have sex if you feel completely comfortable and that age varies in people. But, on average I would say most people find it acceptable at 18.

Plan and simple: You should not have sex until you are old enough to understand what sex is about, for and what the possible consequences are.
I.E HAVING A BABY.
You should not be having sex until you are ready to have a baby and actually care and nurture it.
