We leased it after the Spanish-American War. this was prior to not only the Cuban Missile Crisis, but the Cuban Revolution. The current Cuban government says we are illegally occupying the area, but smartly has not taken any action to try to evict us.

There shouldn't be. It was established by lease before the embargo. The US has violated the lease by building a prison there. We are like bad tenants that won't leave and no court will evict the US. Cuba is not strong enough to evict us either.
