Not exactly. Chicago is on the west shore of Lake Michigan. On a clear day, you can see the other side of the lake and southwestern Michigan from the Hancock Building & Sears Tower. Lake Ontario is hundreds of miles further away in Western New York. You'd need to be many miles up over Chicago to be able to see it, much higher than airplanes go. So with a rocket, yes.

No. Ontario is several lakes/states away from Chicago. You can, however, see Lake Michigan.

No. Lakes Huron and Erie are in the way, not to mention Indiana, Ohio, Pennsylvania, New York and part of Canada.
