I need to know what I need to cut a flat sheet of stainless steel that is 1/8 thick. I need to cut it in 4x6 panels without using a torch or plasma cutter. I need to know what kind of saw and blades would be best

If you have, or have access to an angle grinder, you can get extra thin metal cutting discs, and these will do the job very nicely, with no distortion or burn marks, use eye protection and gloves.
Mark the line you want to cut, and you can cut it as easy as plywood.

The easiest way to cut sheet steel is by using a bench shear. It is sort of a lever action "guillotine". 1/8" thick steel is pretty thick and would take you a long time to cut with a saw, but its not impossible.
If it were 1/8" sheet silver we were talking about, a #1 blade in a jewelers saw frame would probably work. I don't know how well that would work on steel. Although, it works well on brass and copper.
Other than that, try a hack saw. The hardest part will be keeping a straight line.

A sheet metal shear would be the best answer. Your local sheet metal or HVAC shop should be able to help you. Stainless steel is a hard metal and so it is dificuly to cut with a saw.

the best and the cleanest way that i know how to cut stainless is with a plasma cutter.whatever u end up using make sure the cutting element is made to cut stainless cutting wheels will only burn threw the stainless.all sheet metal shops have plasma cutters and i think this method is the cleanest way to cut

There are things called grill bricks which is what i think you were referring to. They are very messy though. I prefer using grill screens and a green or blue scrubbing pad. Get the grill up to temp, then turn it off. pour on a little oil, get grill screen(on bottom) green pad, and holder(they are sold as a kit at rest. supply places), scrub in a circular motion. work on one area at a time. wipe it down to keep grime and oil from cooking back on. then move on to next area and repeat. once clean it is easy to keep that way using same method.
