What is your Internet connection speed? This is not the 54 Mbps of your wireless card but rather the speed from your modem to the ISP. Even if you were DSL, I'd expect the speed to be higher than 250 Kbps but it is possible that this is what you have.

When you do the CTRL-ALT-DEL and look at your networking, you are most likely only seeing a keep alive signal. if you want to test your actuall connection speed, you might try speakeasy.net

You don;t have a constant stream of data going on unless you are doing some p2p transfers. Try looking at your networking readout while downloading a large file, I think you will see that it has significantly higher usage wheile you are doing that.

in short, relax, all is as well a can be.

really, had file transfers going on.
okay, got a throttling firewall or router?
This just got a whole lot more interesting....
The other answers on here are in fact true. You won't be able to get more outbound or inbound bandwidth from the internet without paying for it, (unless you have a Motorola surfboard and some... well no.)
if you have a new-fangled 10/100/1000 interface, it is going to be hard to get more than maybe 10% of it's maximum relay with DSL. internally however you can check your card's ability by transferring some files from one machine to another inside your LAN.
If you are wireless..
take a look for interference. Might be a microwave oven too near the router, or maybe a cordless phone.

DSL check your filters, and even if you think they are okay try swapping them around and disconnecting other phone line devices (fax etc) .
You could have some noise, but in my experience this is rarely the cause of a major and consistant slow down.

as far as 250kbs goes, you are right, you should be able to pull more than that from the web.

some routers and expecially hardware firewalls can be configured to throttle bandwidth. .... maybe?

check speedtest.net or speakeasy.net and see what your max up and down are. your up will be lower than your down.

You will only go as fast as your ISP connection and the site speed.

If you are accessing a site in China and the site is really slow due to the proxy and filter, you will see it slow since the bottleneck is at the host.

If you have on 6Mbs down and 128kbs up, you will be limited to this speed. Even though you have 54Mbs at home, your max is 6Mbs down and 128kbs up.

if you are copying files from computer to computer in your own network, you should see the utilization of 1/8 which is the max. 54Mbs is really 6750KBs. With some overhead, you should be able to copy a 1GB file in 2.5 minutes + overhead.
