Johnathan, you already know the answer to this. It's my belief that the philosophy was, that older men are wiser, seek council with these men as they have the wisdom of the ages. Go to the young men for strength, such as, to help build, make repairs and, to help their people prepare for what ever is coming.

The proverb just quoted concludes with the words, “and the splendor of old men is their gray-headedness.” When youthful strength is combined with the experience and wisdom of years, a very strong combination is formed.
To illustrate: A young apprentice carpenter who has been asked to install some paneling seeks to fulfill the assignment with youthful vigor. An older, more experienced carpenter notices that in spite of his strength, the young helper strikes a nail several times before it is driven in. The older workman recommends that the young man hold the hammer at the end of the handle, rather than close to its metal head. This enables the young person to strike the nails with greater force, saving time and energy.
Similarly, a young, energetic woman may learn from trial and error that some fabrics will be ruined if they are not washed according to instructions. An experienced woman, though, knows the value of taking time to sort the clothes and wash some garments separately. She has also learned that she can avoid doing some ironing by folding clothes as she takes them off the line or out of the dryer.
Learning from experienced people can make life easier. Nevertheless, there comes a time when even the more experienced person cannot handle some jobs that he or she easily accomplished a few years earlier. One writer aptly observed: “If youth but knew, and old age only could.” But how good it is when older people appreciate the strength of younger ones and patiently share with them experience acquired over the years—and youths humbly accept suggestions! In this way, both age groups are benefited.

Most translations use the term gray headedness. Some people believe that with gray hair comes wisdom. Which is so far from the truth. There are many people who have gray hair who are not wise at all. This is why God said that gray headedness is a crown of beauty when it is found in the way of righteousness. (Proverbs 16:31) This means that the person spent their life in faithful service to God and as a result of doing so they merit the respect of others and when God's favor.

Gray or white hair on an old person should be a badge of honor - a crown of glory! Age should mean great wisdom, holiness, love of Christ, and Christian example.
The bible calls for revering and respecting the old - men AND women

I would consider a gray head a crown of honor if seniors would as a group vote to stop using the "my gas pedal stuck" lie when they drive into bank lobbies, swimming pools, and crowded bus stops. That is absolutely all I ask. Nothing more. Until that day comes, the automatic respect and adoration that the Bible commands is on hold and you will be looked at and treated by me as normal conniving, lying cheaters just like the rest of society.

Not everyone takes advantage of the experiences they have had during a long life time to become better, stronger people; nevertheless, the older you are, the greater the likelihood that you have seen friends and family members go through serious injuries, illnesses or death; you've suffered through other kinds of hardships, perhaps you've brought up children, given a lot of your time to helping others, and so on.

It is a sign of age, and with age usually comes wisdom. We are to honor those who are older than us, and show respect for our elders.
