I know they occur close together, but I don't remember which is usually first. Is it the same for women and periods? Hair first, then periods? Or the other way around?

I couldn't say because I wasn't trying to "get semen" first so I can only say that I got hair first.
It's a question of physiology, really. Where do the heightened levels of testosterone, estrogen, and other hormones go first? For me, it was hair and actually benign breast tumors (I am a guy). I had little disks form in my chest that the doctor said was related to heightened levels of testosterone that my body couldn't yet deal with properly.

For me it was Semen. But I started puberty when I was 8, so what do you expect. Pubes were a year later.

It depends on the individual and their body makeup. Women will usually mature faster than men in this department (Always). They probably come in around the same time.
